(Licensed Money Service Operators, MSO) \u6240\u9762\u81e8\u7684\u56b4\u5cfb\u76e3\u7ba1\u74b0\u5883\u3002\u9999\u6e2f\u6d77\u95dc (Customs and Excise Department, C&#038;ED) \u4f9d\u64da\u300a\u6253\u64ca\u6d17\u9322\u689d\u4f8b\u300b(Anti-Money Laundering and Counter-Terrorist Financing Ordinance, AMLO) (Cap. 615) \u5c0d MSO \u7684\u5408\u898f\u8981\u6c42\u65e5\u76ca\u6536\u7dca\uff0c\u5c24\u5176\u5728\u5ba2\u6236\u76e1\u8077\u5be9\u67e5 (Customer Due Diligence, CDD) \u7684\u6838\u5fc3\u74b0\u7bc0\u2014\u2014\u8eab\u4efd\u9a57\u8b49\u4e0a\uff0c\u4efb\u4f55\u758f\u5ffd\u5747\u53ef\u80fd\u5c0e\u81f4\u9ad8\u984d\u7f70\u6b3e\u751a\u81f3\u724c\u7167\u540a\u92b7\u7684\u56b4\u91cd\u5f8c\u679c\u3002\u96a8\u8457\u65b0\u667a\u80fd\u8eab\u4efd\u8b49\u7684\u5168\u9762\u63a8\u884c\u53ca\u975e\u9762\u5c0d\u9762 (Non-face-to-face, NFTF) \u4ea4\u6613\u6a21\u5f0f\u7684\u666e\u53ca\uff0cM SO \u9762\u81e8\u7684\u8eab\u4efd\u9a57\u8b49\u6311\u6230\u66f4\u8da8\u8907\u96dc\uff0c\u50b3\u7d71\u7684\u5be9\u67e5\u65b9\u6cd5\u5df2\u4e0d\u8db3\u4ee5\u62b5\u79a6\u65e5\u6f38\u7cbe\u5bc6\u7684\u6d17\u9322\u53ca\u8a50\u9a19\u624b\u6bb5\u3002<\/p>\n<hr \/>\n<h2>\u6838\u5fc3\u76f2\u9ede\u8207\u6f5b\u5728\u98a8\u96aa<\/h2>\n<h3>1. \u65b0\u667a\u80fd\u8eab\u4efd\u8b49\u9632\u507d\u8b58\u5225\u76f2\u9ede<\/h3>\n<p>\u9999\u6e2f\u65b0\u667a\u80fd\u8eab\u4efd\u8b49\u878d\u5165\u4e86\u591a\u9805\u5148\u9032\u9632\u507d\u7279\u5fb5\uff0c\u5305\u62ec\u6fc0\u5149\u523b\u8755\u6280\u8853\u3001\u89f8\u611f\u6d6e\u96d5\u53ca\u8907\u96dc\u7684\u5716\u6848\u8a2d\u8a08\u3002\u7136\u800c\uff0c\u524d\u7dda\u54e1\u5de5\u5f80\u5f80\u7f3a\u4e4f\u5c08\u696d\u57f9\u8a13\uff0c\u50c5\u6191\u8089\u773c\u6216\u7c21\u55ae\u5de5\u5177\u96e3\u4ee5\u6709\u6548\u8b58\u5225\u9ad8\u4eff\u507d\u8b49\u4ef6\u3002\u72af\u7f6a\u5206\u5b50\u5229\u7528\u6b64\u76f2\u9ede\uff0c\u900f\u904e\u507d\u9020\u8eab\u4efd\u8b49\u4ef6\u9032\u884c\u6d17\u9322\u6d3b\u52d5\uff0c\u4e00\u65e6\u88ab\u6d77\u95dc\u67e5\u7372\uff0cMSO \u5c07\u56e0\u672a\u80fd\u6709\u6548\u5c65\u884c CDD \u8077\u8cac\u800c\u627f\u64d4\u6cd5\u5f8b\u8cac\u4efb\u3002<\/p>\n<h3>2. \u975e\u9762\u5c0d\u9762\u4ea4\u6613\u5be6\u540d\u9a57\u8b49\u7684\u6280\u8853\u771f\u7a7a<\/h3>\n<p>\u96a8\u8457\u6578\u78bc\u5316\u8da8\u52e2\uff0c\u8d8a\u4f86\u8d8a\u591a\u5ba2\u6236\u9078\u64c7\u900f\u904e\u7db2\u4e0a\u6216\u6d41\u52d5\u61c9\u7528\u7a0b\u5f0f\u9032\u884c MSO \u670d\u52d9\u3002\u7136\u800c\uff0c\u8a31\u591a MSO \u5728\u8655\u7406\u975e\u9762\u5c0d\u9762\u4ea4\u6613\u6642\uff0c\u4ecd\u4f9d\u8cf4\u6383\u63cf\u6587\u4ef6\u3001\u8996\u50cf\u901a\u8a71\u6216\u57fa\u672c\u6578\u64da\u5eab\u6bd4\u5c0d\uff0c\u7f3a\u4e4f\u5177\u5099\u6d3b\u9ad4\u6aa2\u6e2c (Liveness Detection)\u3001\u5149\u5b78\u5b57\u7b26\u8b58\u5225 (Optical Character Recognition, OCR) \u53ca\u751f\u7269\u8b58\u5225\u6bd4\u5c0d\u7b49\u5148\u9032\u6280\u8853\u7684\u6578\u78bc\u9a57\u8b49\u65b9\u6848\u3002\u9019\u5c0e\u81f4\u5728\u6838\u5be6\u5ba2\u6236\u771f\u5be6\u8eab\u4efd\u53ca\u9632\u6b62\u8eab\u4efd\u76dc\u7528\u65b9\u9762\u5b58\u5728\u91cd\u5927\u6f0f\u6d1e\u3002<\/p>\n<h3>3. \u7b2c\u4e09\u65b9\u6578\u64da\u6e90\u6838\u5be6\u7684\u4f9d\u8cf4\u8207\u98a8\u96aa<\/h3>\n<p>\u90e8\u5206 MSO \u904e\u5ea6\u4f9d\u8cf4\u55ae\u4e00\u6216\u904e\u6642\u7684\u7b2c\u4e09\u65b9\u6578\u64da\u6e90\u9032\u884c\u8eab\u4efd\u6838\u5be6\uff0c\u800c\u672a\u5efa\u7acb\u591a\u6e90\u4ea4\u53c9\u9a57\u8b49\u6a5f\u5236\u3002\u9019\u4e9b\u6578\u64da\u6e90\u53ef\u80fd\u5b58\u5728\u66f4\u65b0\u4e0d\u53ca\u6642\u3001\u6578\u64da\u4e0d\u5b8c\u6574\u6216\u6e96\u78ba\u6027\u4e0d\u8db3\u7684\u554f\u984c\u3002\u4e00\u65e6\u6d77\u95dc\u5c0d\u5ba2\u6236\u7684\u5be6\u76ca\u64c1\u6709\u4eba (Beneficial Owner, BO) \u6216\u8cc7\u91d1\u4f86\u6e90\u9032\u884c\u7a7f\u900f\u5f0f\u5be9\u67e5\u6642\uff0c\u82e5\u767c\u73fe MSO \u7684\u8eab\u4efd\u9a57\u8b49\u57fa\u790e\u8584\u5f31\uff0c\u5c07\u88ab\u8996\u70ba\u5408\u898f\u5931\u6548\u3002<\/p>\n<h3>4. \u5167\u90e8\u57f9\u8a13\u8207\u64cd\u4f5c\u6307\u5f15\u7684\u6eef\u5f8c<\/h3>\n<p>\u5408\u898f\u74b0\u5883\u65e5\u65b0\u6708\u7570\uff0c\u4f46\u8a31\u591a MSO \u7684\u5167\u90e8\u57f9\u8a13\u53ca\u64cd\u4f5c\u6307\u5f15\u672a\u80fd\u53ca\u6642\u66f4\u65b0\uff0c\u4ee5\u6db5\u84cb\u65b0\u667a\u80fd\u8eab\u4efd\u8b49\u7684\u9632\u507d\u8981\u9ede\u53ca\u975e\u9762\u5c0d\u9762\u4ea4\u6613\u7684\u6700\u65b0\u76e3\u7ba1\u8981\u6c42\u3002\u524d\u7dda\u54e1\u5de5\u5c0d\u53ef\u7591\u4ea4\u6613\u5831\u544a (Suspicious Transaction Report, STR) \u7684\u89f8\u767c\u7d05\u65d7\u8b58\u5225\u80fd\u529b\u4e0d\u8db3\uff0c\u5c0d\u5982\u4f55\u6709\u6548\u57f7\u884c\u6301\u7e8c\u76e3\u5bdf (Ongoing Monitoring) CDD \u6d41\u7a0b\u8207\u9762\u5c0d\u9762\u4ea4\u6613\u5177\u5099\u540c\u7b49\u4e43\u81f3\u66f4\u9ad8\u7684\u5b89\u5168\u7d1a\u5225\u3002<\/li>\n<li><b>\u512a\u5316\u7b2c\u4e09\u65b9\u6578\u64da\u6e90\u6574\u5408\u8207\u4ea4\u53c9\u6838\u5be6\u6a5f\u5236\uff1a<\/b>
